Maybe Tate2 wasn't Tate at all but outtakes/rehearsals recorded with Porter.
I love Tate1 but apart from What Difference... I don't get much of a buzz off Tate2.
The same takes of The Hand That Rocks The Cradle and Pretty Girls Make Graves feature on both sets iirc, I suspect they're Tate1 though really.

Incidentally The Hand That Rocks The Cradle didn't make it into Tate1 (neither did Accept Yourself for that matter), and Pretty Girls Make Graves had already been released commercially so it would make sense to use the released version. Wonderful Woman sounds the same to me too. But the rest sound different, sometimes very different.
According to Goddard there were two distinct versions of both What Difference Does it Make and Accept Yourself. That might explain the dramatically different What Difference Does it Make between the sets, but the version on Tate1 certainly fits with Goddards description of one of the versions.
Interestingly in Goddards extract on the wiki he goes straight into having the material re-recorded by Porter, but in the Severed Alliance Johnny Rogan suggests that they might have attempted to 'fix' the recordings first - "Geoff Travis had instructed John Porter to book two weeks at Manchester's Pluto Studios, where the group had intended to regurgitate and embellish the work they had completed with Troy Tate." Maybe I'm reading too much into that statement.

These seemingly turned up in Tate2 (assuming the credited source is correct) except for one version of Accept Yourself which hasn't yet escaped captivity as far as I can tell.
Another odd thing, Goddard mentions that 14 tracks were completed, then he goes on to list 15! And this is without including Jeane. Unless maybe he's referring to 'songs' rather than 'tracks' and includes Jeane in the list which would then equal 14.
