If you have it as an MPEG then you can demultiplex it into a WAV. Try TMPGEnc.
After you have it as a WAV it's quite easy to chop up in your favourite WAV editor. I like Soundforge.

If you are to capture the stream digital your end result should be a file with a .MP2 extention. If its MPG you will have to de-multiplex the file and the end result should be a file with an extention of .MPA or .MP2
You shouldnt have any problem writing to disc, editing etc with this format.
